Luciana Pineda Sequeira Joins the Board of Directors of the Council for the Promotion of Competitiveness and Presents Key Study on Plastic Waste

Luciana Pineda Sequeira, Director of the Environmental Department at Zurcher Odio & Raven, was appointed this year as a member of the Board of Directors of the Council for the Promotion of Competitiveness (CPC).


The CPC is a think-and-do tank founded in 2011 by private sector initiative. It promotes a long-term, country-wide strategy to improve Costa Rica’s competitiveness and general well-being. Through multisectoral collaboration, the CPC drives actions, projects, and public policies that help strengthen the country’s institutional, economic, social, and environmental conditions.\

As part of her appointment, Luciana presented the study “Legal Framework for Plastic Waste Management in Costa Rica: Legal Tools and Controls for Sustainable Plastic Management,” a legal analysis of current obligations for the proper management of plastic waste, as well as the opportunities to improve their implementation.

The study outlines the responsibilities of both public and private stakeholders, regulatory gaps, and the roles played by municipalities, waste generators, and waste management companies, among other relevant actors.

The purpose of the study is to contribute to a clearer understanding of the current legal framework and, in doing so, to help focus the discussion on the main regulatory causes behind the current inefficiency in plastic waste management in the country. Based on this diagnosis, the study seeks to accelerate decision-making processes and propose concrete courses of action that can lead to urgent and effective solutions.

This effort is grounded in the recognition that sustainability and environmental regulatory compliance are essential factors for national competitiveness. Protecting natural resources, managing waste responsibly, and reducing environmental impacts are necessary conditions for the development of a modern, resilient, and efficient economy.
