Firm’s services were required to produce a proposal
for the bidding process and concept of the contract that would
allow the development of infrastructure in national airports
with the participation of private capital. The proposal developed
forwarded the concept of private administration public goods
using the legal institution of “management by a party
with interest in the enterprise”, which allows profit
making without transferring the ownership of the productive
assets.
